So I saw this on Facebook and I was curious

Definitely over. Whenever it's under it aggravates me because it's exceedingly hard to tear off.
I usually switch it myself when someone's put it on to where it rolls out under the roll >_>. |

Depends. Under rolls better, but it's harder to tear off with a single hand. Over is easier to tear off with a single hand and if you need more you can just use that hand to roll out more. If you are in a hurry, you probably prefer under because two hands work faster than one hand. If you only have one hand, over is best.
