News: Forum Rules Updated

The forum rules have now been updated. Various member contributions and suggestions made since the last rule change have been implemented where seen appropriate. This revision is a minor one, but please be sure to reread the rules carefully as some of the numbering and finer details have changed.

Typo alert, though it's slightly amusing tbh:
